Tennessee Woman Accused Of Smuggling Meth To Inmate During Kiss Charged With His Murder

A woman in Tennessee is charged with murder after she allegedly passed drugs to an inmate through a kiss, resulting in the man’s death.

Rachal Dollard, 33, was booked on charges in connection with the February death of Joshua Brown, 30, according to the Tennessee Department of Correction (TDOC). Officials say Brown was an inmate at the Turney Center Industrial Complex, where he was serving an 11-year sentence for a drug conviction and was expected to be released in 2029, according to NBC News

The precise nature of the relationship between Brown and Dollard prior to his death was not released.

Officials say witnesses saw Dollard passing drugs to Brown “as the two exchanged a kiss” during a visitation. Brown reportedly swallowed a balloon pellet containing half an ounce of methamphetamine, which led to his fatal overdose.

Brown was pronounced dead at an area hospital.

Multiple outlets, including NBC Nashville affiliate WZTV, are referring to the alleged crime as the “kiss of death.”

“This incident points to the real dangers of introducing contraband into prisons and the consequences that follow,” said David Imhof, director of TDOC’s Office of Investigations and Conduct. “Our agency will pursue prosecution against any individual who threatens the safety and security of our staff, the men and women in our custody, and our families.”

The TDOC says they were assisted by the Dickson County Sheriff’s Department following the issuance of an arrest warrant, which stemmed from a sealed indictment in Hickman County.

Dollard was booked into the Hickman County Jail on charges of second-degree murder and introduction of contraband into a penal facility, according to the TDOC.

“The Department of Correction employs a variety of tools to try to prevent the introduction of contraband into Tennessee prisons, including pat searches of anyone entering a facility, vehicle and cell searches, and drug detection dogs. Body scanners are also currently being placed in all facilities,” the TDOC stated. “TDOC encourages anyone with information about potential security concerns to cal the 24-hour anonymous tip line, 1-844-TDC-FIND (1-844-832-3463).”

Oxygen.com reached out to the Dickson County Sheriff’s Office but did not receive an immediate response.
